On August 15, 2017, the Ministry of Information and Communications hold a conference about Law of Information and Communication and development orientation in the coming time. That was an opportunity for the Ministry of Information and Communication to consult comprehensively and multidimensional opinions of experts and enterprises on the Law of Information Technology and make orientations for development in the future.

The conference has been participated of many associations such as Internet Association, Informatics Association, Digital Media Association, Vinasa, IT experts, ICT companies such as Viettel, VNPT, FPT, CMC, etc; and representatives of many start-up businesses. The conference also involved more than 30 media outlets. The discussion was part of the program of reviewing 10 years of implementing the Law on Information Technology. Before that, the Ministry of Information and Communication had sent out the message of sincere and multi-dimensional communication to the public, businesses, local and foreign experts, the media. During 10 years of implementation of the Law on Information Technology, many recommendations has been given to improve the legal framework for the IT development.

According to the Ministry of Information and Communications, the Law of Information Technology is the highest legal document in the field of Information Technology passed on June 29, 2006 and comes into effect from January 1, 2007. During the 10 years implementing the Law of Information Technology, the field of information technology has achieved many important achievements. IT has gradually become an economic-technical industry, contributing to GDP. The application of information technology has been widely deployed, contributed to raising the quality and efficiency of socio-economic activities, industrialization and modernization and international integration. The information technology industry, especially the software industry in Vietnam has made great strides. Vietnam has been named on the World Map of Information Technology as one of the most attractive countries for software outsourcing. Infrastructure, human resources as well as the legal system, policy on application and development of information technology has been improved.

According to Deputy Minister of Information and Communications, Mr. Nguyen Thanh Hung, after more than 10 years implementing the Law on Information Technology, the international situation, the development of Vietnam and the Information Industry itself has changed much. The Law of Information Technology has also revealed some shortcomings and many problems, so at the conference, the Ministry of Information and Communication wanted to listen all  recommendations and proposals of managers, associations, businesses, experts in the review of 10 years of implementation of the information technology law.

Mr. Nguyen Thanh Hung also pointed out that some issues still exist in the information technology industry such as preferential policies, tax reduction for businesses ... In addition, human resources is also a very important issue should be developed priority. The problem of the application of information technology in state agencies, we need to understand in a broad sense is to build a connected society, expressing the relationship between the Government, people, businesses ... Therefore, this situation requires us to review and improve the policies and laws on information technology to suit the reality of development. The Government has requested the Ministry of Information and Communications to preside over and elaborate a project to amend and supplement the Law of  Information Technology.
